Dhaka is a fourth-year associate, focusing on energy, project development, financing, corporate/mergers and acquisitions, investments and joint ventures, cross-border transactions, and other general corporate matters. He has represented and provided legal advice to various foreign and domestic clients in a wide range of advisory and transactional work.
Dhaka holds a Bachelor of Laws degree from the University of Indonesia, specializing in Business Law. During his studies, Dhaka was active in various international competitions and represented the University of Indonesia in the 2020 Singapore International Mediation Institute International Mediation Competition and the 2020 ADR-ODR International Mediation Competition.

- Advised PT Perusahaan Listrik Negara (Persero) in the structuring of business model, tender documents, evaluation, and partner selection process for 10 solar photovoltaic power plant potential projects (floating and land-based) and 1 wind power project, ranging from 0,6 MW to 100 MW in Indonesia.
- Advised PT PLN Indonesia Power in the structuring of business model, tender documents, evaluation, and partner selection process for 12 solar photovoltaic power plant potential projects with capacity ranging from 50MW until 100MW, and 1 wind power plant with a capacity of 55MW in Indonesia, EPC contractor selection, and staple financing process.
- Advised PT PLN Indonesia Power in the structuring of tender documents, evaluation, and selection process for the procurement of solar photovoltaic module supply framework agreement.
- Advised PT PLN Indonesia Power in the structuring of tender documents, evaluation, and selection process for the procurement of mobile power plant development framework agreement.
- Advised PT PLN Nusantara Power for the standardization of Request of Proposals documents of several strategic solar photovoltaic power plant development partner selection process.
- Advised PT PLN Nusantara Power in the proposed acquisition of minority stake in an integrated electricity provider in an Industrial Estate in West Java.
- Advised PT Indonesia Infrastructure Finance (IIF) in the financing of PK-52 Kaltimra, custody flowmeter facility project.
- Advised PT Bahana Pembinaan Usaha Indonesia (Persero) – Indonesia Financial Group, in exploring options for its insurance business cluster reorganization.
- Advised PT Pertamina Hulu Energi in analyzing implementation mechanism, business process, and regulatory framework for its Carbon Capture and Storage activities.
- Advised PT Pertamina Power Indonesia in the drafting of an engineering, procurement, and construction contract terms sheet for the development of a hybrid power plant in Indonesia.
- Advised PT Dharma Polimetal Tbk, a listed automotive manufacturing company, in the acquisition of majority stake in PT Trimitra Chitrahasta from the Japanese Kuroda Group.
- Advised PT Fliptech Lentera Inspirasi Pertiwi in coordinating the pre-acquistion and acquisition process of a majority stake PT JTrust Olympindo Multi Finance.
- Advised a tourism and real estate State Owned Enterprise in exploring asset divestment and land acquisition options in several Special Economic Zones in Indonesia.
- Advised PT Pengembangan Pariwisata Indonesia in reviewing contractor claims based on construction contract for a national strategic project in a Special Economic Zone in Indonesia.
